1. Conditions of license that customers must be met:- Being an organization or individual that has business registration, establishment and operation according to the regulation of law, includes:
- Enterprises in all economic sectors are established and operated according to regulation of Law;
- Cooperatives are established and operated under the Law on cooperatives;
- Business households and individuals have business registration according to regulation of Law;
- Organizations must be established according to regulation of Law;
2. State agency has competence to license for enterprises: department of Industry and Commerce.

Checking report on the state of warehouse; in which clearly shows that warehouse must meet conditions of fire prevention and fighting;
